SS12000 changes

• In the case of an internal error, the SS12000 API will now terminate an HTTP connection if part of the response has already been sent. Before this change, the API would in some circumstances respond to API calls with an incomplete result set with no way for the API client to know that anything is wrong.
• Phonenumber objects for landline phone numbers now receive the mobile property with the false. Before this change, the mobile property was omitted for landline numbers.
